Issued by the Easwegian Dawn Liberation Movement following confirmation by its Common Assembly
To all souls loyal to the Easwegian cause and from the officers of the Council and the Custodian:
Grace, Redemption, and the legacy of Her Eminence Martha of Boriopa.
Preamble
In the spirit and sacred duty of national renewal and to welcome back those who have fallen but not been lost, the Easwegian Council issues this Directive. We look not to the scars of the past but to the light of the Northern Sky.
As the Ouroboros consumes its tail to be reborn, so too must our society shed the weight of perpetual retribution. What is bound may be made loose. What is broken may be mended. This Directive establishes a general amnesty for past offences, reserving exclusion only for those who have strayed too far from the Easwegian Way to be welcomed back. We shall distinguish between the penitent, who may return to the fold, and the reprobate, who severed themselves through the Brush-Off of 2023 or allegiance to Kingdom - 1925.
Article 1 – General Amnesty
1.1 A full and unconditional amnesty is hereby granted to any person convicted of crimes, offences, or infractions committed prior to the effective date of this Directive, except those excluded under Article 2.
1.2 All criminal records pertaining to amnestied offences shall be sealed by the Central Committee for Extraordinary Affairs. No person shall be questioned, penalised, or disadvantaged in employment, housing, public standing, or political participation on the basis of any amnestied conviction. Let the past be past.
1.3. Any current restrictions or punishments being enacted shall be hereby immediately lifted. No soul shall be held in bondage for what has been forgiven.
Article 2 – Exclusions from Amnesty
No amnesty shall be granted for the following persons or acts. These individuals are judged to have strayed too far from the Easwegian Way to be included in this act of mercy. Their exclusion is not vengeance but the recognition that some wounds are too deep for a single act of national renewal to heal.
2.1 Egregious crimes against the highest tiers of morality – defined as:
· Intentional and premeditated taking of innocent life.
· Systematic torture or enforced disappearance.
· Sexual violence against children.
· Acts of grave treachery against the Easwegian people carried out with clear malice and without any justification of necessity or duress.
2.2 The Brush-Off Campaign: Any crime connected to the Brush-Off campaign, regardless of severity.
2.3 Kingdom - 1925 (K-25): Any person who was a member of Kingdom - 1925 (also known as K-25), the anti-Easwegian far-right ultranationalist group. Membership, whether active, honorary, or supportive, bars the individual from amnesty.
2.4 Any person excluded under the above provisions shall remain subject to their original sentence and shall not benefit from any provision of this Directive. They shall carry their weight.
Article 3 – The Path of the Ouroboros
3.1 Any person receiving amnesty under Article 1 may receive a formal Declaration of Rehabilitation issued directly by the Easwegian Council. This Declaration serves as a second chance and a restoration of good standing.
3.2 No acknowledgement, apology, restorative session, or board approval shall be required. Amnesty is granted freely as an act of national grace; rehabilitation is earned solely through the passage of time without further offence. The soul is judged by its actions, not its confessions.
3.3 A Declaration of Rehabilitation restores full civic honour, including the right to hold office, serve in the Emando Forces (EMD) if otherwise qualified, and receive public commendation. The redeemed shall stand equal among the just.
3.4 No person excluded from amnesty under Article 2 may apply for or receive rehabilitation under this Directive. For them, no path of return is offered here.
Article 4 – Implementation
4.1 This Directive takes effect immediately upon passage by the Easwegian Council.
Article 5 – Final Provision
Nothing in this Directive shall be interpreted as an admission that any amnestied act was justified. Amnesty is granted solely in the interest of national renewal—the closing of past wounds so that the nation may walk forward unburdened. Let it be known that mercy does not excuse evil, but neither does justice forbid the hope of return.
Let examination of conscience begin at home. Let no man cast the first stone unless he himself has never stumbled.
Let the Boriopan Star guide the just, the Ouroboros welcome the redeemed, and the Easwegian Way light the path home.
