Article One: The Structural Reorganisation Act 2024

The following Act looks at the organisation of the Common Development Agency, Easway's state planning commission and the Easwegian National Guard, the organised militia. The Act aims to streamline these organisations, removing those deemed unnecessary in order to ease any possible confusion amongst the populace. Through the Act, the Easwegian Common Union aims to strengthen our existing departments following the Common Development Plan and make the overall administration more accountable and transparent. 

Article Two: The Common Development Agency

The Common Development Agency, the state-planning commission responsible for carrying out the Common Development Plan, shall be disbanded, with its responsibilities completely transferred to the Imperative Council. The Grand Councillor shall become the responsible head of the Common Development Plan.

Article Three: The National Militia

The Easwegian Defence Council (EDC), the defence ministry, shall be renamed to the Easwegian Common Liberation Council, or ECLC. This shall be in honour of the original Easwegian Committee of Language and Culture, originally led by Csyeigo which heavily helped shape 2019 and the following 2020 Constitution of Easway. The ECLC shall be one of the core vanguards of the Easwegian Common Union. As it is now, the ECLC shall be composed of the Grand Councillor, the Grand Marshal, the Minister of Home Affairs and invited high-ranking members of the Common Security Forces.

The dissolution of the Easwegian Airforce as a separate branch of the Easwegian National Guard shall become official through this Act. The responsibilities of air security and aviation shall be transferred to the Easwegian Coast Guard. 
As such, the position of Air Marshal shall be retired.

Easwegian Police Agency

The Easwegian Police Agency shall through this Act become defunct and its functions shall be merged in their entirety into the Common Security Force (CSF) of the Easwegian National Guard (ENG). As the national security and intelligence service of Easway, the intelligence operations of the organisation shall be conducted through its new leading body, the Cyber Security Force. The old leading body, the Elite Corps, shall be abolished.

The actions of its subsidiary divisions shall continue to be reported to the Ministry of Home Affairs as their responsible minister. 

Article Four: National Electoral Commission and Assembly Presidium body unification

For purposes of constitutional addendum, Article Four shall modify the institution of the National Electoral Commission of Easway. In this respect, the office of the President of the United Common Assembly shall be simply transferred to the new body outlined below within this Article.

The National Electoral Commission and its responsibilities shall be unified with the Assembly Presidium to combine resources effectively. This body shall be known as the United Presidium Authority, or Unipra for short. Its presiding officer shall be the elected President of the United Common Assembly, who shall manage the active oversight of the Co-operative Government, its federal commissions, and act as before as the speaker of the federal Assembly. The position of Spokesperson of the former named National Electoral Commission shall be renamed as Ombudsman and shall continue on in their authority within a new office of Unipra, named the Office of the Ombudsman. The Easwegian Civil Service shall be transferred into the United Presidium Authority.

Article Five: National Directorate Secretariat

The National Directorate Secretariat (NDS) shall be dissolved due to it being deemed unnecessary. As a collective body, its executive authority shall be the National Directorate itself. The preparatory duties of National Directorate directives shall be fully under the authority of the Imperative Council with liaison with the National Directorate portfolios.
