What are the Easwegian Svalbard Island Communities?

The Easwegian Svalbard Isles Free Realm, known as Easwegian Svalbard for short, is an admistrative division of the Common Union of Easway. It contains two Island Communities: Bear Island in the south and Pomoresia to the east. Bear Island was the sight of the Easwegian Reawakening, when Easway declared independence in 2017.

Easwegian Svalbard contains four municipalities, including three on Bear Island - Essrina, Urdport and the Easwegian Svalbard capital of Boriopa Centrum - and Pomoresia, which is both a municipality and island community. Each municipality is chaired by a directly-elected marquis, who leads a municipal council with prefects as deputies. Each Island Community

Hopen Island

Easwegian Svalbard Island Communities (ESIC) are the largest administrative divisions of the Easwegian Svalbard Isles Free Realm, the area under the administrative control of the Common Union of Easway. Think of them like combined authorities. There are two of them: Bear Island in the southernmost point of Svalbard and Pomoresia in the east of Svalbard. They both are led by what is known as an Island Community Council (IC Council).

Structure and Functions

Easwegian Svalbard Communities are led by an Island Council which coordinates the at-large needs of the isolated populations. These Island Councils are further divided into and made up of municipal councils and prefectural constituencies. The municipal councils have general local authority duties surrounding town upkeep and so on. The prefectures decide the direction their municipal council and island council takes, alongside a Marquis who heads the executive of the municipal council.

Alderman


Each of the two island councils are led by an Alderman, who is elected every six months by a majority of aforementioned representatives of the island council. Other members are elected by the people. Candidates become eligible to seek election as an Alderman if they are nominated by the Easwegian Builders' Society, which they must be a member of for no less than 6 months.
The Alderman concurrently throughout their term serves as Constable of the island community police division alongside commissioners as deputies. The Alderman also serves as speaker of their island council. Aldermen (alongside marquis) are eligible to be appointed to the Imperative Council, Easway's collective head of state commission and semi-upper house.

Powers

The island community councils act within a federated system under the executive government of the Common Union: the National Directorate. They may, with a majority vote of the respective island council, propose editions and new legislation to committees of certain National Directorate departments which affects their island council. These include the committees of the Central Directorate (CD) of Agriculture and Community, the CD of Business and Labour, the CD of Education and Culture, the CD of Public Works and Infrastructure, the CD of Healthcare and Scientific Development and the CD of Housing, Community and Recreation. This is a term the Co-operative Government calls legislative federalism.

Bear Island

Bear Island was incorporated into Easway on Independence Day, 19 December 2017. 

Bear Island Community contains three municipalities. To its north is Boriopa Centrum, the capital of the Easwegian Svalbard Isles. Due to it being the capital, it is afforded three prefectures: Greater Herwighamna, Lake Valley and Waterfork, and Tunheim. To Bear Island's west is Essrina, containing two prefectures of Greater Liyvazun and Chuoscharni. To Bear Island's east is Urdport, containing two prefectures, Steinflya and Kvalrossbukta.

Pomoresia

Pomoresia was incorporated into Easway in phases, starting with Hopen on 24 May 2020.

Pomoresia Island Community is not a singular island, but one of four chains. Hopen island prefecture is its administrative and populated centre and is a long thin island. There are also the much-less populated Thousand Islands and Ryke Yse Islands archipelagos, both classified as reserves combined with Hopen island to form the Pomoresia municipality. Together with the Common Sailors National Park in the north, together they form the Island Community. There is only one prefecture, as mentioned Hopen island, and this contains three members elected proportionally.
