The House of Zerri - the Easwegian Common Assembly's Presidium Authority
The Easwegian Presidium Authority, better known as the House of Zerri, is the standing committee of the Common Assembly, Easway's parliament. It is responsible for the administrative duties of the Common Assembly and oversight of the Government. It is composed of the Assembly President as its head, two Governors as deputies, and the Ombudsman responsible for oversight of the Co-operative Government.
History
The House of Zerri was first established on 20 October 2015 by Emizerri as the Cyber Council of the Easwegian Alliance. Emizerri served as the organisation's Director and geared the Easwegian national movement towards independence, which occurred in 2017.

On 5 November 2017, the Cyber Council transformed into the Ouroboros' Serpents of Easway Alliance Mainland Council (OSEMC). Emizerri served as the its Major Director and later when OSEMC launched the Easwegian Reawakening on 24 November 2017, he was known as Director and Grand Marshal.
After Emizerri martialed two districts on Bear Island, today municipalities Essrina and Urdport and in the north the 2019-established Easwegian Svalbard capital of Boriopa Centrum, Easway declared independence on 19 December 2017.
Within the then newly established Provisional Authority, Emizerri held the official title of Chief Curator, though was proclaimed by the people as Emperor; he used this title when overseeing the All-People's Committees which voted for officials of the Mainland Council, which led as the executive body until mid 2018. His official title as head of the All-People's Committee was speaker, though this was not used colloquially.

After the establishment of the convention for the drafting of the Easwegian Constitution in February 2019, there was a series of restructuring in the provisional authority. Firstly in mid 2019, Desourre abolished the various people's committes, which were small direct-democratic bodies made up of residents and handled local affairs and disputes, without nomination of official officeholders. The people's committees were replaced with provincial councils and a central Mainland Assembly, again with Emizerri and his curatorial branch as its head. Emizerri established the Easwegian Committee for Language and Culture (ECLC) on 10 August 2019, answerable to Emizerri and the Mainland Council.
The Directorial Federation Constitution was ratified on 14 January 2020. The Provisional Government was dissolved and so too was the presidential branch, to be replaced by a directorial High Government led by the Governor of Boriopa Centrum. The curatorial branch was renamed to the Easwegian Grand Chamber and this was when it gained the colloquial name of the House of Zerri. The House of Zerri existed as the head of state body between 14 January 2020 and 25 May 2020. With the creation of the federal council, first known as the Imperial Council and later the Imperative Council, it took over the functions of head of state and head of the legislature. Emizerri became the leader of the Imperative Council and the House of Zerri's mission was changed to be a cultural commission.

By June 2022, following the Russian invasion of Ukraine, the title of Emperor was becoming increasingly unpopular, seen as representative of authoritarianism. After a failed referendum initiated by the Mutualist Ouroboros Party, the Republican People's Party of Easway and the Pomory Reform Party of Easway, Emizerri used executive orders afforded to him and changed the title of Emperor to Ethnarch of the House of Zerri, as well as ending his ability to use executive orders to change the constitution.
The Forty Ninth Amendment merged all legislative functions at the federal level to the parliament, recently renamed from the Long Palace legislature to the Common Assembly. It also transferred the office of the former president of the United Prefectural Assembly the office of the President of the Common Assembly. Emizerri was succeeded as Assembly President (formerly titled Speaker) by Metallityot on 8 April 2023. Though no longer administrative president, Emizerri remained the head of the House of Zerri, which served as the office of the Easwegian Civil Service under the oversight of the Assembly President.
Metallityot was succeeded as Assembly President by Swapardeshi on 25 November 2023. She also became the Tannudhara (heavenly supporter) and Grand Lady to Emizerri on 26 February 2024. Emizerri's title was in turn changed from Ethnarch of the House of Zerri to Tannurai of the Easwegians.

The Structural Reorganisation Act and the Assembly Equilibrium Act of 2024 strengthened the Presidium Authority by bringing the National Electoral Commission into the organisation, and transferring the responsibilities of the Imperative Council into the Authority. The House of Zerri was also fully merged into the Presidium Authority. On 25 November 2024, Emizerri returned as the Assembly President and the presiding administrative officer of the Presidium Authority.
